As you will already know, Croydon has faced significant challenges over the past four years, in terms of the council’s financial crisis, and some well-publicised service and governance failures, however the council has worked hard since then to address the challenges and to continue to improve the services delivered to residents.
We need an outstanding individual to join us to lead our Workforce Strategy team, an exciting opportunity to help shape the pay and reward, equalities and policy, and organisational development teams. You will hold key relationships across the council working with elected members and senior officers to deliver services that allow the council to deliver its priorities and transformation agenda and be a part of the HR leadership team.
We are looking for someone who has the right skills and experience to lead the team, but most importantly who also shares our values, and our commitment to Croydon and its people to make this council the best organisation it can be.
Our recently redesigned HR and OD teams enable us to be better equipped to support the challenges that Croydon faces as, like many other local authorities, we continue to transform and engage our staff and communities as set out in the Mayor’s business plan. This opportunity will allow you to use every part of your experience and knowledge to date, but if you are the person we are looking for, this is exactly the opportunity you will relish being part of the change.
You will not be on your own in this challenge. You will be joining a strong, supportive, and values driven team of senior staff, all helping to rebuild the council: its finances, its governance, its culture, and its services.

Welcome to Croydon and thank you for the interest you have shown in the opportunity of Head of Workforce Strategy / Learning and Development Business Partner / Pay and Reward Lead.
This is a genuinely exciting time to join our HR and OD team. We recently used a McKinsey 7S change model to modernise our service, aiming to become a strategic business partner where our work enables the council’s workforce to achieve their best for our residents…not the typical local government personnel function.
Supporting our transformation, we are making significant investment in workforce development through our ambitious and visionary People and Cultural Transformation Strategy. You will play a critical role supporting the future of Croydon in its transformation journey, designing agile people management and organisational development solutions.
I am looking for HR & OD professionals who are outstanding in their field, will bring creativity and innovation, will thrive on working in a busy environment, and where there is autonomy to shape people management to deliver the best services for our residents.
Our People and Cultural Transformation Strategy sets the vision for a better workforce. We will be refreshing the strategy this year, reflecting the many achievements to date, as well as ensuring reflection of our continued transformation journey. We have exciting plans for modernising the council, and our team, with a genuine opportunity for you to make a difference, to our workforce, our residents… and your career.
